The most obvious reason for that could be that bombs, oils or crossbow bolts are completely different craftables ('all you can craft' as long as you got the required ingredients) while the creation of potions is handled separately by restricting and oversimplifying it to 'craft once, auto-refill forever after'.Another thing I noticed is that the guy seems to create a bomb but the text below it says "you already have this item".
Does this - by any chance - mean that we can create more potions and bombs despite already having the type of item in out inventory?
Would give you at least a way to pretend auto-refill wouldn't exist.
