Buying a 4K TV for gaming on a PS4 would be pointless since it can't do anything over 1080p. Not to mention a decent 4k TV alone would cost pretty much the same or more as the amount he was willing to spend on a gaming PC. The difference from PC and ps4 for W3 is not much to make you justify a difference from a ps4 that costs $400 to a gaming rig of $2000+. I'd just stick spending the money on a nice large screen 4k TV and play your ps4 on it (if you're not doing so already). Plus add a great 5.1 surround sound system to greater you're gaming experience. I'm playing on a Samsung 55" 120hz TV and an awesome 800watt surround system and it looks and sounds amazing playing the witcher 3.
Now if its frame rates you want, then yes. Go for it. The consoles can't give you what a PC can. Playing games in 60+ fps would be amazing. Fps does change the gaming experience.
So try to decide how you want your gaming experience. Do you want graphics or fps? What's the priority here?
That gives way too much credit to 30fps because the 60fps feed is being played with a controller still. You also can't "feel" the problems with 30FPS in a video. I don't know how so many players actually enjoy games at 20-30FPS. I feel like i'm fighting a game instead of playing a game at those frames.
Well yeah I agree with you, in a video you cannot notice the drops or the struggling experience you feel yourself while playing. Honestly, I took one look at a console game I already owned and had played a ton (Crysis 2) running on a PC at 60fps, and I said, I want that. And it's not just the visuals, in action games the controls usually also feel more responsive because the game refreshes at a faster rate.TBH since I've never had a gaming PC, I've got no idea what 60 FPS looks like LOL

The graphic is better (better resolution, more effects), the framerate is better, it's moddable, games are cheaper, online is cheaper (sometime even free), you have more choice about accessories (joystick, pad, mouse, keyboard...etc)...
