It most certainly is, but note that the area of Velen is highlighted, showing where you currently are which suggests that it isn't just a static background. That Gors Velen is sitting in the highlighted area doesn't really mean we will have access to it though.
In the gameplay footage where Geralt and Djikstra talked about Ciri, didnt Djikstra said that Ciri is in Velen? so that is proof that Velen is in the game, right?
