Then I would say to that it is inherently at odds with the concept of an MMO. MMOs typically represent massive investment on the part of the dev/publisher and anything other than a tidal wave of players is considered less than successful. Sounds like you want something that is not an MMO, but more like some kind of DMed instance of witcher 3 where you can play characters other than Geralt.
Sounds interesting anyway, definitely not what I think when somebody says "witcher online". There sounds like there are several barriers of entry that would need to be overcome, including heavily moderating online activity. We all know how that goes.
Who knows though, Cyberpunk 2077 definitely sounds like it's inspired by Cyberpunk 2020 so it follows they have a pen and paper inspiration.
