Third person car camera keeps resetting

Hello,
I am using third person view to drive with a car, but I've got a problem that when the car is moving every time I change rotation of the camera (e.g. looking slightly to the side) it resets in about ~4 seconds back to looking forward. Is there a way to disable that?

There are a few camera settings related to this in the graphical settings.

Could you check if changing the mouse sensitivity or motion blur settings makes any difference to how this issue behaves?
Possibly even a difference in time or similar will make it behave differently.

I just tried all of these and even the "Vehicle Camera > Height form 3rd person view" option as well but it has no effect on the issue I am having. The camera still keeps resetting the position
