Thunderbolt potions not effective

The Thunderbolt potions don't seem to be increasing my damage much. My silver sword deals around 24 damage with light attacks using this potion, when it's maximum damage is 21. Am I doing something wrong?

The bonus is only +20%, so that looks fairly reasonable.

Depending slightly on which path you choose, you should be able to buy the formula from either: Fioravanti (Flotsam), Myron (Kaedweni camp), Felicia Cori, or The Incredible Lockhart.
