Tooltip not displaying in this menu

From the screenshots below, the tooltip of the left tab is not displaying. The other two are displayed normally.
I have researched online for a solution, but there is none for my issue.
I found an old save with a correctly displayed tooltip, which is more than 10 levels lower than my current one.
My game version is "2.21".

Do you use or ever used mods?
From what I see, the tooltip still appear but on the very top and "empty" :(
At least, you can try to verify the game files :
And maybe clean-install your drivers as explained here, just in case :

Thanks for replying to my post.
I used so many mods from the recommended collection from Nexus Mods.
(As I mentioned in my post, I found the save with a correctly displayed tooltip with all my current mods, but I don't want to revert because I have made so much progress since then.)
I have verified the game several times, and it is not fixing my issue.
I also doubt that a clean installation of my graphics driver will help with my issue, since the save I mentioned also displayed the tooltip correctly with my current settings.

I captured these screenshots today with my current settings from the save I mentioned.

If I have to guess, it's likely related to a mod (or mods).
Hence it could be quite difficult to find the culprit and fix the issue... Even a clean install of the game probably won't fix it because mods data can remain in save files (that's why you don't have the issue on your older save).
So except to check on every single mod page of all mods you ever used, in case someone else encountered a similar issue, I'm afraid you will have to live with it, sadly :(

That is what I am afraid of. It means the save is corrupted.
It is annoying, but I can continue the game normally without any other issues. :sad:

EDITED:
I recalled that there were issues while cloud saving a few times, which could be the cause of this save corruption.
