Looked everywhere but no Trevor to be found. Doing a replay to change some outcomes and I know where he's supposed to be...Had this happen several times in different quests where I would have to reload to get the bodies or objectives to appear.. another bug. This time though I got some legendary loot that I will lose if I reload.. bumber

Got to this spot, freezer he was supposed to be in was empty. reloaded, and replayed several times, still. no show. Checked up against the outside wall still not there.

I reloaded a lot and finally when I scanned the pile of trashbags behind the freezer he was in there all of a sudden. Try that maybe
