Is the Council and the Conclave that bad before
In the books the Council mostly argued with itself until the civil war on Thanedd. Then the new Council at Loc Muinne were the "mediocrities" Radovid complained about. Before Thanedd Triss wanted the mages to maintain peace and prosperity in the Northern Kingdoms and build alliances against the expansionism of Nilfgaard. The Lodge was a little more internationalist, since they included Nilfgaardian sorceresses.
If you remember Witcher 1, Triss was working with the merchant Leuvaarden, who represented a big trade corporation. In the books another Leuvaarden (probably a relative) was a major player in the Nilfgaard-Novigrad-Kovir trade cartel. Triss would probably have major influence over the Koviri branch of the corporation, and would still have contacts with the Novigrad branch. So in addition to her other duties, she might be influencing international trade. The trade corporation would also be interested in peace and prosperity, because wars are bad for business!
I hope Triss paid attention during all her dealings with Dijkstra- she's going to need some criminal mastermind skills to manage everything!
