What is the difference between these two organizations? I thought they had similar duties (governing magic\mages), if they have the same duties then what is the point in having them both if they have the same leader?

I think the Council is for governing the mages (what is allowed/forbidden, how the academies are run, etc) and the Conclave is the political organization for appointing advisors to kings and setting policy. That is why they needed the kings at Loc Muinne to re-establish the Conclave.
 
Even though I think the idea of Triss becoming the head of the Coucil AND the Conclave is incredibly stupid, it does makes sense,since all better candidates are either dead or in hiding.

Triss is the one who tries to manage situation...and considering that new Council AND the Conclave are weaker and less influence than old - I think it's all ok with her leadership. Maybe surviving mages will start to do something good instead of political intrigues.

While there is no single obvious choice like in TW3 (although giving her the rose of remembrance or not is close - giving the rose to someone is a symbolic "I love you" message), there are a few choices that can be more or less equal to a break up (such as in the rose of remembrance quest, and also not saving her in chapter 3) or "only friends" relationship, not to mention she can have limited screen time without any "romantic" interaction with the right choices. Are there any scenes after the prologue where it is said or implied that Geralt loves Triss without the player specifically choosing so ?

He gets jealous when Cedric compliments Triss and when she tells him that someone from the Blue Stripes proposed to her.

That is not much (can you quote the exact dialogue ? I think the blue stripes one is more of a joke than a serious conversation), and if I recall correctly, both are before the rose of remembrance quest.

The one with Cedric is before the rose quest, the second one is optonal dialogue with Triss, which can be triggered at any time.

It appears very early in the inn in Flotsam, though (technically it is default dialogue like the "How do you feel?" in TW3), and, as I already noted, I am not sure if it shows real jealousy, as that dialogue in general does not sound serious.

The dialogue itself is not serious of course, but it's still flirty. And regarding the rose it's seems like giving it to her is canon TW3. I doubt she would keep the rose, which Geralt didn't want to give her.

Oh and by the way, we better discuss Triss in her own thread.

It may be flirty, but not something that could not be said to an ex-lover but still friend. TW3 has hugging and kissing between Geralt and Yennefer even after the break up.

Well, it is not like the Witcher games ever cared much about the player's choices in the prequels, and are not always even consistent in what they make "canon". It is not even entirely clear how the rose ends up where it is in TW3. Nevertheless, it is possible not to give it in TW2, and that is basically like refusing to say "I love you". So, at least the choice is there.

She does not only keep it for sentimental value (that is, for still loving Geralt):

Geralt: See you kept the rose of remembrance I gave you in Flotsam.

Geralt: So, sentimental value… that why you kept it?

p.s. but in dialogues with Ves or Renuald aep Matsen he can point that there is "nothing serious" between them or all is "serious".

Yes, although those lines are already far from a "forced romance". At least compared to the scene in the prologue, they probably do not bother much those who would not want one.
 
Well I just got out of the light house tower with Triss, having talked her into staying. Aside from the abrupt and awkward sex scene, I have no gripes with her content so far. The way she and Geralt interact seem on point to me. Enjoyed the masked ball and the bit of dungeon crawling we get to do. It seems fairly obvious this is where she bails, despite saying she'll stay and help Geralt fight the Hunt. I can see the issue everyone is having with her sudden departure as it's clear the writers didn't resolve her arc very well. I'm sure I'll at least see her one more time in the game, but a lackluster resolution to say the least. Oh well. I don't like Yen but she is an interesting character.

At this point, you have already seen about 85% of it. :) For the rest of the game, other than the picture at the ending, there is one notable difference compared to what you would see with a different choice, a conversation at the beginning of Blindingly Obvious.

Well as such cutscenes not, there is only a dialogue before the battle and nothing more, If I correctly understand you.

Triss: " After the council I'll give you an amulet .If you use it , a ball of fire will land where you're standing. Just in case."
