Sorry to say, but after investigating a bit on this and monitoring RAM an VRAM usage while playing with edited Numbers in this file, i could not see any difference in how the game uses this. VRAM and RAM usage before and after editing keeps completely the same.
I also just wondered, is this file is needed anyway - since it seems to have no useage in game, and deleted it from the folder. And - surprise - nothing happened. The game runs like before, no error, no change at all. And the file is not autmatically recreated.

So - at least on my ystem (i9 9900k, 2080ti, 32GB) - this file seems to have no usage at all. But i'm happy for everyone who's gaining from this edit. (y):)

I've read most or all users benefitting from this are using an intel cpu. Some had to start the exe with admin privileges. Maybe it is worth a try.

I did both of those things on my Amd system and couldn't see any improvement though. People are also suspecting that reports are just systems that suffer from memory leaks and a restart with or without this "tweak" automatically improves fps.

3rd line of text in the file : "-1 : Pool does not exist on the current platform"
CD projekt really have to debunk this as many people believe that the devs don't know how use PC hardware and think the game really use 1.5GB of RAM by default because they don't know what memory pool means or even if this file is actualy used by the engine or not.
I wonder why they think that the two first lines of the column have to be increased but they don't feel the need of increasing other lines too.

That's also my assumption by now. Didn't notice any difference with the changes either (got an Intel CPU) but noticed that the game automatically runs worse the longer I play regardless. The many people saying it worked wonders for them may just be tricked into thinking that because it was actually the game restart that "fixed" their fps.

Yeah, the "memory leak" is why so many people experience better fps, they simply restart the game and perf is a lot better.

This happens very fast with Raytracing. CDPR should fix it

I got a bit of a performance boost from this. I'm also using the SMT fix.

Hope this turns an end to this 'whishful dream'. Funny to see how many 'gaming websites', youtube channels, influencers etc. already shared this nonsense and even more people posted, how many fps they gained from this. Hope dies last i suppose.
