Okay, so I went through Iorveth's path on EE without leveling up at all, so if you download these saves you can still specialize in anything you want. There are multiple saves from these places:
- Beginning of first chapter
- Mid-way through first chapter, after beating the Kayran
- When you have to choose between Iorveth and Roche
- The beginning of chapter 2 in Vergen
- Before you decide Stennis's fate (saves after this have him saved)
- Before the Eternal Battle
- Right before you have to go up and turn that wheel
Aryan was spared in all saves for the sake of having the strong back perk. Here are the saves:

And here's some screenshots from the character screen on the wheel save so that you can see that nothing is leveled up and some of the abilities I picked up:

EDIT: And this is all on normal difficulty because I'd have never, ever beat Letho on anything harder without leveling up. Never.
EDIT2: There's also a madness mutagen in the inventory. First one I've ever found.
EDIT3: Some people apparently still have the wheel sideways using those saves despite the playthrough being entirely EE and working 100% for me. No idea what that's all about, and sharing saves has always worked before this point, but if you need the autosave after the wheel part for whatever reason (all that happens between the wheel and autosave is that they advance and you have to fall back behind Vergen's second gate), here you go: http://depositfiles.com/files/dgfndwtu2

Moderators there are at least three threads about this bug (this one, http://en.thewitcher.com/forum/index.php?/topic/29333-game-broken-vergen-besieged/, and http://en.thewitcher.com/forum/index.php?/topic/29686-tw2-bug-mission-vergen-besieged/ ).
Would it be possible to get a singular sticky thread about this bug? It is a very serious issue that has affected dozens if not hundreds of people. Those of us affected obviously cannot continue our games and do not want to start over. Additionally, I think what 227 did is really awesome and kind, but I want to play my game with all of my decisions and items and not someone elses. Thus I think a single thread about this issue where information shared by users or posted by someone from CDPR would be useful.

I don't think there is a way to fix this. It is most likely broken in the savegame, which is in turn broken because it is pre-EE.halub said:
Sometimes you just gotta accept that a hude content patch is only working properly when starting a new game. The only thing CDPR should've done is to announce the incompatibility prior to release.
No, this isn't normal pn Xbox, and this is the only time I've seen it reported. The bug was specific to PC, and only to games started on 2.0 and then migrated to EE. Unfortunately, it isn't possible for your savegame to be played by someone else, so all I can suggest is that you go back a couple of savegames and see if it still happens. Otherwise, I suggest you report it to CDPR support (link at the top of the page).majachsa said:
