I believe i've done all that was needed in order to have this quest finished but it' wont let me.
I've visited the docks, found the guy, neutralized him with non lethal hacks and non lethal pipe melee weapon. Then searched his body and all surrounding for quest related clused. After that I've left the area.
Now the journa tells me to contact Regina Jones.
I've tried to do so from the quest log and from the phone itself. Each time she does not have any related quest line and the quest seems to be stuck.
Repro:
0.1 - at some point i've got notified about this quest from Regina and did not do it for a longed period of time
1. go to the docs where quest is supposed to take place
2. locate the cyberpsychosis guy
3. beat him (not killing) as I was asked to do
4. looks his body and surroundings for clues
5. leave the area
6. got notified to contact Regina
7. attempts to contact here worked, but Regina did not have any quest related lines.
8. as a result quest seems to be stuck - happy to provide a savefile of anything you would see worthg sharing.
