Unable to see DLC, even after 1.04 update

I bought the Witcher 3 when it came out but had been playing on version 1.00 as I don't have broadband internet except for 3Gb shared data from cell phone (which gets used quick for updates). I downloaded the update, DLC, and season pass on 09 Jun and had started over (wasn't too far in and didn't mind starting over). Tried to go to the merchant Bram at Woesong but he doesn't offer the Temerian armor at all. And noticed I don't have the DLC content showing up in the option menu for Yennefer's alt look or any option about DLC. The game is showing ver 1.04 and save games are showing the same (obtusely plays much better), but I can't download the DLC again until next month. The PS4 is showing all DLC, patch, and season pass as being downloaded/installed but can't seem to access any of the DLC as far as I can tell. Does the game need constant internet access for the game to recognize the DLC? And I know this is a long shot but, as I have unlimited internet for my phone, can I download the patch again/DLC/some sort of fix that I can transfer to PC to USB to recognize the DLC currently installed?

The game doesn't need connection.

If you're sure the DLC is downloaded, go to the PS4 Dashboard, then go to Settings > Playstation Network/Account Management > Restore Licenses. It should solve it.

You need internet connection for this though.

You should always restore your licenses when you have the chance to make sure you will be able to play your digital content, it's the PS4 that needs to connection to check on your licenses, even if you bought a full digital game from the PSN store, sometimes the Ps4 will lock the game if you're not connected online.

The Witcher is a physical copy, which was why I had been playing ver 1.00 for a month before getting the 1.04 update and DLC yesterday. First time I've had a problem with downloading DLC as I have a mix of physical/digital and this is a first with having issues for DLC for a physical game.

For whom it may concern (which is madly nil), getting PS4 setup at neighbor's to reinstall all + renew licenses. Will see if it all works out later.

Looks as if wiping the game and downloading the patch+DLC cleared the problem. Took the PS4 offline and was able to see the Downloadable content menu in options and all DLC in-game (judging from the new entries in the tutorial menu). Guessing it could be the order of downloading dlc after the patch or when using cell phone data might have corrupted the DLC, or whatever the case, it's fine now. Going back to slicing up monsters... in a much smoother game.
