There's even easier ways to access that area. At 3:30 in your video, you come across a tram rail. You can mount that rail just outside of the station it leads to and walk right in. There's a small invisible wall that will block you, but you can single jump over it.

At first I thought it was Pacifica or the GIM, but it's not.

On the other side is the highway.

The existence of interior roads and trees leads me to believe that it was intended to be finished but everyone knows now that the game was super rushed by the corpos.
