Is the "pen-and-paper-system" turn-based? is there a pause in the gameplay to select character, actions, abilities, and then resume and then pause again?

Yes it is. Sort-of. You declare what you want to do on your turn, and then you roll dice and add to your characters stats and gear. The Ref then describes what happens, as wel as perhaps what your opponents or the world in general does. Then the next person takes their turn, if they want to, unless you are so fast you go again.

Who goes first is determined by your Reflexes and Combat Sense and Initiative roll. It varies every conflict.

The PnP game is sort of turn based because all PnP games have to be, since the player needs to describe what they're going to do and the GM has to determine and describe the results.

While I devoutly hope CP2077 bears nothing more then a superficial resemblance to an "Action" game it will most certainly not be "turn based". Take a look at some Witcher vids on Youtube.
 
It'll be action-based, but that covers a wide range of definitions. As Suhiira suggested, look at TW3 (or TW2) vids to get an idea of the types of games they make.
 
Interesting info, there longer i stay here, the more i'm interested to know about the game in the future, i should visit here more often :D

They said they want it to be "action based", so no "turn-based" system.
On a Pnp, it's one thing, you do have to put everything in order for things to work (or it can be messy and too easy for everyone to change things as they want to), but the Pnp rules are really easy to put as "action gameplay", since you can't dodge bullets, and you don't have then to use your "perception" to see what's around you, etc...

It seems it'll be somewhat of an RPG-GTA, you'll roam in real time in Night City, fights will be real time too (like Mass Effect, etc...), probably your skills will play also so kind of "live" effect on your gameplay, like, if your gun skills are low, it'll probably jam often (mostly if it's a crappy gun), you'll have hard time to repair it, etc...

Actually, with a game like Cyberpunk 2077, being really street based, with all the implants, augmentations and equipment you can get, I figure the game will be much more "dynamic" and action packed then, which is a pretty cool thing for a badass cyberpunk game.

Police chase, sneaking in corporate aera, bar fight, street fight, cyberpsychosis, gunfight in open street, etc...
Everything is here to make it pretty epic.

Yeah, the only advantage turn based had was that it gave players time to make decisions their characters could make instantly, which is nice AND it lets you do things like initiative and speedware nicely.

I still hope for some kind of real time pause hybrid. We'll see.

Edit: moved a couple posts. Let's try to keep this a place where people can ask question about the game, that we know the answers to, and keep it short and concise.

No debates. Or, at least, really really short ones.

PC only or consoles only? Because otherwise game can easely be ruined by lack of hardware specialists among developers.
Also I think PC is master race for that combination of setting and genre.

PC and current-gen consoles, just like TW3. Maybe additional options too, we don't know yet. But please avoid using terms like "master race" here, because it's definitely up there in the category of "phrases likely to annoy people".

And, before you ask, yes, it will make use of multi-core processors. CDPR already had that one sussed out by TW2.
 
I wasn't actually going to say anything -again- but Dragon pointed out that, yeah, you should refrain from master race comments, generally.

At least please avoid iOS this time - unless 2077 will be 2D game.
Because, so many things you'd promised while developing of Witcher 2, and then was forced to not realise - only because of X-Box 360 and iMac.

Anytime you're developing for multiple platforms there will be compromises.
And not doing so automatically limits game sales to an extent.
One of those "no win" situations.

It's probably worth you reading this, it gives the explanation of why some of what was promised in TW2 didn't happen.
tl;dr it had nothing to do with Xbox-360 or iOS.
