Unpaid Debt Secondary Quest

I start playing 2 weeks ago again the game. I want to ask you something about "Contract: The Phantom of Eldberg". After you finish the quest, will trigger another secondary quest : "Stranger in a Strange Land". In that quest if you choose to accept the help of one of the prisonier(Simun) - you’ll owe him a favor - in some tutorials says that choice trigger another secondary quest - Unpaid Debt , from Simun. I choose to let him help me but the Unpaid Dept don`t trigger and after I finish "Stranger in a Strange Land"(when all tutorials said that the Unpaid Debt quest will be trigger), another secondary quest "The Cave of Dream" starts.. I finish that quest in hope that after finish it the Unpaid Dept will be triggered.. but nothing.. Can you tell me if that it`s an bug ? Please answer to me..

He will be outside the New Port Inn in Kaer Trolde after you accept the help from him. I think you have to speak to him there to trigger the quest.

Indeed. After I exit the zone(Novigrad), go to Velen, and comeback to Novigrad, Simun appear(without "!" on map).
