I think a lot of people need to stop and consider exactly the extent of what work is being done on CP2077.
Like, the whole "Why just add cars", "Why photomode updates?", "Where bug fixes?" is a lot more understandable when you consider the context of where the game is at.
- In regards to bug fixes and major support additions - The current development is being handled not by CDPR directly, but by Virtuous. Who might be talented developers, but they won't be as intimately knowledgeable about the games code and thus there will be limitations in what they are capable of doing with it.
- In regards to "Cars" vs "Other content" - Other content requires more work. New story requires writers and rehiring VA's. New gameplay additions like weapons/cyberware require balance testing and testing interactions with mods/perks/other cyberware. Visible cyberware would require a complete overhaul of how outfits work, animations, interfaces for it.
Meanwhile, cars are relatively easy. You model and animate the car. You give it car attributes. You add in some car logic (Like where the stash interaction is located) and it's done. There's no balance testing, there's nothing to interact with it. It's just a car. Also, cars are reasonably popular, despite their lackluster performance, the racing feature is somewhat popular. As well as people quite enjoy just driving around Night City taking it all in.
- In regards to "Photomode" - It's a consistent and highly popular feature. Not only are people naturally drawn to making nice looking characters and taking photos (Which is a major reason for the wishes of visual cyberware, for more appearance options for more pretty photos), but CDPR community team regularly do screenshot contests to promote engagement.
As such, overall, the game updates will always be relatively minor. Given that they're being done by a secondary studio, so expecting major content updates is unrealistic. Meanwhile, the game is a few years old after being completed, so a lot of the remaining updates are aimed towards those who've finished playing the game for the nth time and are sticking around just to admire the visuals of the game - The ones who routinely keep the game relevant by posting new pictures they take.
