That would mean the patch process was likely interrupted. If you don't have the option to continue downloading, try running a verify/repair through Steam.

If you verify the game files, everything is fine? Nothing wrong?

Steam: 1. From the Library section, right-click on the game and select Properties from the menu. 2. Select the "Local files" tab and click the "Verify integrity of game cache..." button. 3. Steam will verify the game's files - this process may take several minutes.

So if you launch the game through Steam, the game version is still 2.21 in the game main menu?
If yes, does an update still available on Steam? If the game is still in 2.21, it should suggest you to update it, in theory.

You could also check what Steam support suggest when encountering issues with updates :
