Velen Merchant in distress no key/motionless bandit glitch.

I got a problem freeing a Merchant in distress, He's right in the middle of a triangle between. Border post, hanged man tree Hinhold. is a bit in front of where the guy in "fake papers" quest has you defend his brother in law from ghouls.

I get there and there's no bandits the merchant is inside the cage and I need the key bandits usually drop they are East of his location motionless on their horses so I just use axii to get the horses to buck them off and impale them/check for loot and nothing no key.

I've gone and come back in between missions and is the same thing no bandits in camp there idling east of his position I kill 3-4 of them sometimes for the 4th one to spawn I need to leave the area and come back for that 4th one to spawn just to follow suit.

Several players are having this exact issue! It seems to only occur if the merchant was not rescued immediately upon your initial discovery of that point of interest. Leave before rescuing him, and the bandits are never to return.
