Vizima Confidential bug

I'm stuck in a part of the main quest in Chapter II, Vizima Confidential. I can't find a thread for my particular issue, but I'm too new to create my own. I have both the quest to kill Ramsmeat and the quest saying I should tell him he's innocent. I want to say he's innocent, but don't have the dialogue option.

I can't get into the graveyard.

Did you check out walkthroughs, to make sure you didn't miss anything?

Also, are you playing with mods? That might cause problems in some cases.

Other than that, the best thing you can often do is to load a save game right before that phase of the quest started.
