The answer, I think, is that they tried to paint Songbird as Phantom Liberty's star. And while she's the main star, the main emotional focus should be on her. It's no coincidence that even that sad video at the end of Phantom Liberty is mostly about that lying, traitorous FIA agent - ( well, that's where Myers and Hansen move the pieces on the chessboard ).
This incidentally, I think, is the answer to why there are no new affairs in the add-on at all - they would have interfered with the attachment and focus on Songbird.

Yes, I know. The DLC revolved around Songbird. Myers and Hansen's conflicts, etc. Their focus on her is understandable at some point. However, if we had the chance to have a new relationship with Phantom Liberty, the content would be richer.

Kinda funny considering Aurore also has a personality many would consider annoying.

While Aurore is the hottest woman in CP2077, and being complete and utter moral garbage, would be a good fit for hired killer, V. I'm not sure a romance with her would work with stealing her identity. Just like in real life, not everyone is romance-able.
