I completed the mosaic for Rank 1 and then won an additional game. Then I accepted the Gwent Pro Rank Regulations. Can I have that last game count for Rank 0?
In short: no.
First you need to accept the regulations and then you can jump that last checkpoint.
I would like to change my country on the Gwent Master's website to United States. Is there any way to go about doing this? I changed it in GoG Settings, time zone, and Gwent Store. Is there another place to change my information?

You're not missing anything playing Pro rank anyway. I mean you get a feeling you accomplished something the 1st time but its basically same thing as playing anywhere between 3 and pro on that level. Unless you want to take it seriously competitive. And in general its usually easier to climb at the end of the season as people tend to play more of their own decks rather than meta
