Hard to see on this screenshot but above Takemura's head it claims he is 1.1km away. Waypoint keeps switching between above his head and somewhere in the distance depending on where I look.
The most likely cause is I ran past him and ignored him to do another quest, and when I came back the waypoint was glitched and It took me a while to find him again.
Quest is "play it safe"
