Weaker but has a higher rarity?

Why is black infantry arbalest which is a 5 str card that can damage 3, possibly 5, is common (white) while a fire scorpion is a 5 str card that can only damage 3 is a rare (blue). Both can only target non gold, and doesn't have any other skill or token.

Its only special thing is it's a machine, so if you use a medic to res a NR engineer, it can get a whooping +3str. Also, it's siege so can't be targetted by Aard...
Apart from that, it's always weaker, so it looks like an error in card design.
