Weather cards should act at the end of the turn

if you stay in a harsh condition you will suffer; if you move out of it quick, you should be fine.

This change not only makes it much more intuitive, but it also allows more use of row-related cards.

All those 5/9 2dmg engines take their first turn for a reason right? Weather should also have that time.

Since Avallac'h is used everywhere, this change could manage him without killing him.

And, this would make Crimson Curse viable! Maybe its provision cost could be 10 though.
