WEAVESS INCANTATION question

this card says relict and has a power of 3 but whenever the opponent play this card it became with mosrous power (something like 15-16)
can you help me understand what happen ?

This card consumes a card in your hand and lets you draw a new card. If it consumes a 10 strength card for example it gains 10 strength. You can also see the card descriptions in your deck builder.

Not when you consume a 13 strength card in your hand and then eat the 13 strength card from the graveyard.
