Weird NPC car behavior after patch 2.3

Since patch 2.3 I’ve been noticing really strange NPC car behavior. Traffic has become much more chaotic — cars keep crashing into each other, getting stuck in textures, or just behaving in ways I’ve never seen before.
Even V’s car sometimes randomly jumps up for no reason or briefly sinks into the ground. None of this happened to me before 2.3, but now it’s happening a lot.
It honestly feels like the game went back to its early versions with all these glitches.
 
I've recently tried the mission where you're supposed to lead Myers through the street and had to reload, because the Barghest cars ended up in a pile up, which caused even more of them to spawn, which just kept adding to the pile. The same thing occasionally happens with NCPD if they spawn in more than one car.
