What are the min requirements for legendary clothing specs (from vendors)?

Hey, anyone know what the minimum requirements are for getting legendary clothing specs from the vendors? I'm aware of the bug that they're only available the first time you interact with the shop, and I haven't visited any of the shops yet on this playthrough. Just save scumming the first visits to see if anything shows up but none of them show up.

Char is level 24, Street Cred 45, Tech 18 (Crafting 12), and has the rare, epic, and legendary crafting perks unlocked.

All you need is the legendary perk and ofc the eddies to buy the recipe then aslong as you have the materials craft away

Not all clothing vendors have legendary recipes though, use

Thanks, the store I was trying doesn't have one. Tried a store off the list and it was fine.
