One thing they failed to mention do I make a folder called items then paste that file in it? Because it isn't a folder it's a file.

Guy N'wah and Delightful McCoy have already told you what you need to know. Delightful McCoy's talking about an Items folder is an EXAMPLE, which you would know if you read her post CAREFULLY.

Almost all TW2 mods install in this way. But don't pretend this will get you out of making a habit of reading the README file and making sure you understand everything it is telling you to do.

In case anything goes wrong anyway when you start up the game, you need to know where exactly you put which file and undo that change. If you are not sure, write it down whenever you make a change. If your cheat-items don't show up in game, go over the whole process of README and various instructions here again. As long as you can retrace your steps and undo them, you should not be able to break your game.

I did read that but it says it should go into a items folder but there ISN'T a items folder! So do I make one or not a simple yes or no will suffice. Because again based on that it says if it's a folder it should retain that but it isn't a folder it's a file. Also so are you telling me i just copy&paste the 100% buy intro the cooked pc folder and it will work? I find it hard to believe that it's that easy

If you have no items folder then copy and paste the entire folder into your CookedPC folder and yes it`s that easy .

Thank you that's what I needed to hear. Who knows maybe I've learned enough from you and others to not need anymore help only time will tell. But this question still isn't answered that mod file is a file not folder but I guess that doesn't matter.

I thought this would be a problem but I tried as I said about the 50th time that 100% to buy ISN'T a FOLDER it's a file , but i tried to just paste the file int the cooked-PC folder and I believe it didn't do anything so do you say I should create a items folder then paste that into it?

Yes, do that.

But to clear this thing up, I assume that you got that mod file through this forum also right? So you would see that actually when you downloaded the zip file containing the mod and extracted it, it would come with a whole CookedPC folder, in which is another folder "items" and the file itself inside. So like Guy has said before:

Which means that you should copy the folder directly under the CookedPC folder from the zip file itself, which is Items, and paste it into the CookedPC folder in your TW2 installation location. So how come you said there is no folder is beyond me.

However try to read this again carefully and do it!
