They can be used in the character progression tree, when you reach certain slots which can be mutated. Not all slots have that option, so if you don't have any yet, just continue playing. At some point you'll get to those which you can apply mutagens to. Their amount is pretty limited, so preferably the strongest mutagens should be used (i.e. greater for example).

For more details see http://witcher.gamepedia.com/The_Witcher_2_mutagens

Mutagens are also used in the character progression tree.
http://witcher.gamepedia.com/The_Witcher_2_mutagens

Enhancements are added to equipment.
http://witcher.gamepedia.com/Enhancements

And if you would like people to help you in these forums, it's probably better if you avoid replies like

Most of the questions you're asking are answered in the manual. Did you get a copy with your game? Which version of the game do you have?

Enhancements are added to the equipment by dragging and dropping the enhancement onto your equipped armor from the inventory screen . You will also have the option to add runes to your swords in the same manner . Enhancements will add certain buffs like reduced fire damage to that armor or extra damage to a sword . Note that enhancements can only be used once for any particular item .

It's probably good to move this thread in support section.

Slots in the progression tree which allow applying mutagens: http://witcher.gamepedia.com/Mutagen_slot_skills
Note a small circle on the slot. That's a placeholder for the mutagen:

When you get an item which allows applying enhancements, it will have one or several circles shown on it. That's the amount of enhancements you can apply. Swords take runes, while armor takes reinforcements and etc. Drag the enhancement with the cursor over the item and drop on it.

Ganesh - while we probably appreciate that you may be finding this difficult, you should also try to work a lot of this out yourself.

You're asking people to put a lot of effort into providing help for you, and your requests are no longer reasonable. If you are able to use a PC and play video games, the concept of dragging something from inventory onto an item should not be strange.

The nature of these questions is starting to give the impression that you're playing a different kind of game, and one which is not welcome in these forums.

Code:
avconv -f x11grab -s 1680x1050 -framerate 60 -i :0.0 -codec:v libvpx -crf 4 -b:v 10M -codec:a null witcher2.webm

There are many services where you can upload files. Surely you can access some of them. I don't think there is a need for mailing it.

Try this one: https://www.sendspace.com/file/dbeous
