What level do I have to be in order for DLC weps/armour to scale?

What level do I have to be in order for DLC weps/armour to scale?

Currently I'm just shy of lvl 31 and the Xbows and armours are all still below lvl 14.

DLC weapons/armors do not scale through character levels and this is true for other weapons and armors in the game. You can find higher level or craft and upgrade them by both finding them during your adventure and buying the diagrams from merchants/smiths

DLC Cross bows appearing in vendors with lvl 30 stats etc etc etc?

Temerian set has two levels lvl 4 and 26 or 29. Niolfgaardian is 10 and 37. SO if you want higher level armor go when you at those levels and they will scale.

Level 37 for the niilfgaardians armor ? damn I'll never get to use it in this playthrough (near the end and i'm only 31 enve though I cleared almost everything...)

the 2. DLC armor does scale, first one not for everyone.
