Oh and Film@11, criminals meet up in (semi)public bars, clubs even in our RL-universe.
In CP2077 Private Eye Jobs are not even the majority in the scripted part.
Of course the writers of CP2077 could have made a more Private Eye-ish background, but they did not.
The blue missions on the map are just another sign of poor writing/design.
They should be more neutral or referring to different factions, instead of all answering to NCPD only. I.e. you should decide, if you collect your bounty from the police or a rival gang.
Scripted as quite a despicable outlaw, on the map the police-helping vigilante. The umpteenth immersion break in this product.
