Sorry Petra, but Treasa and Hokyung are far closer, it is really used for cutting ....something (and not tumbleweeds) ;D

Is it, perhaps, a knife for slicing adobe bricks while they're still wet, to make them smaller, so they bake evenly in the sun?

The picture reminds me of Kalkstein's lab and the device as well.Could it be that the front extension is meant to clip something which has a round format? :hmmm:

No it doesn't clip anything but the Kalkstein's lab reference puts you real close.
