I've given it some thought, and if Witcher 2 assets are relatively easy to import into the Witcher 3 engine it is possible. The towns, buildings, and environments would only need higher-resolution textures if the basic models translate over. The places that are currently separated by loading screens could be stitched together for a more continuous world like in Witcher 3. Some of the game elements like quick-time-events would have to be replaced with some other mechanic. The Kayran might be the hardest bit of W2 to reproduce faithfully since it has QTEs, Yrden sign behavior that is not found in W3, and specific "weak points" on the monster that have to be hit.
Remaking Witcher 1 would be more difficult because of the game's age (and I assume the environment models would be nearly impossible to import), but Witcher 2 does provide some architecture for a Temerian city (the town around La Vallette Castle), and parts of Novigrad would work as well for Vizima buildings. Witcher 3 villages and Witcher 2 Flotsam would work for the areas outside Vizima. Models for characters who appear in Witcher 3 are no problem, but unique W1 characters like Azar Javed would be hard to re-create properly without some professional help. There are a few monsters in W1 that don't appear in W2 or W3, but they could be replaced with "close enough" monsters from W3. The Vodyanoi fish people would be pretty challenging- perhaps one could use water hags as substitutes until a better option came along.
The audio files from the first two games are all there, so the voices would not be too much of a problem. If someone wanted to create new dialogue options it might be possible to splice things together from several different files. Trying to get lip-synching and facial expressions right would be a huge task that modders might not want to mess with.
