Actually no.

The OP stated that all kind of weather only exist in cut scenes, that is FALSE, I was trying to make sure no more false information is spread about the game, because I am seeing a lot of that (along with real genuine issues).

I mean, that question should be irrelevant. Rain effects are not an "exclusive to this platform" thing.

True, but it also seems a lot of people are having vastly different experiences (aside from bugs) depending on the platform

It should be irrelevant but unfortunately it's not. On my PS4 Pro I haven't seen it rain once outside of scripted scenes.

Fair point. I think that just highlights how CDPR deliberately avoided providing information on the game especially when it came to the console versions. They had to have known these issues plagued the game. Personally, I am on console and have seen 0 instances of weather outside of the rain car cutscene with Jackie in the beginning and I have logged nearly 30 hours.

Yep, ive got around 55hrs and seen barely any bar some Fog and light rain ONCE

I've had normal rain a few times and the yellow sky with rain, which I'm presuming is the acid rain twice but it did no damage and NPC's still walking around as normal.
Also seen like fog or smog in some of the lower areas in the city but it's not really that noticeable unless you're up high looking down. This is on PC if anyone's wondering.

Just had my first instance of rain not associated with a cutscene/quest after about 50 hours. It didn't show up dynamically, just appeared after time skipping in the apartment. Needless to say, I was surprised.

I'm pretty sure they've decided to break down content that was supposed to be in the base game, and pack it with future DLCs as "extra content".
5head, cdpr...5head. :D

Go to the area called "Charter Hill". I saw acid rain there. The entire lighting turns kind of a nasty yellowish. Coincidentally that area also had the worst performance I've seen in the game. It was tanking my frames from the 60s to the 40s and GPU utilization dropped to 60%. It was even lagging when I went inside the ripperdoc's office there. Frames would jump and drop as I spun my camera around. Not sure if it was due to the acid rain outside or if that area is just messed up. Definitely wasn't pleasant though.

Is it another instance of cut content they forgot to mention? Even if rains are rare in that area, the chance of having one is still not zero, yet weather doesn't change at all outside of cutscenes.

In 80 hrs i saw this twice.. it was really weird.. but no one had an umbrella, did not hurt or anything just dropped my FPS for like 10 :D ... man i wish they add everything they said..
