where is the nude prisoner?

recently, i stumbled across a thread saying that sometimes she's there, sometimes not. now i've just read an article that CDPR was considering taking the scene out. and it's not mentioned in the walkthrough on gamefaqs.
did they take it out? one would think information like this would be easier to find on google...

She's there, but the circumstance to meet her change with your choices. The prologue can play out in many different ways.

I think two decisions had an influence in meeting her. One major decision and one minor.

You had to kill Arjan and wenn you flee from prison you had to choose the right path out of the prison.
