+30 hours of extra gameplay.... My hope is to see Iorveth and Saskia on the expansion. 
He doesn't have to be in main story. You could make some side story with him..
I do really hope they bring him back with some expansion.
For example Dol Blathana expansion: Ioverth defends Vergen against Nilfgard invasion and gets wounded/escapes to Dol Blathana, but he could escape to pretty to anywhere, as Novigrad being free city he could go there as well, or even to forest in Velen..
I haven't found these items in game, but there are two console commands with Iorveth (or Iorweth)'s name in them. Both are for quest items, one for letter(s), another for an arrow.
Whether these are in the game at present or not I haven't tested, because if they're out there I'd like to discover them without console commands.

You can't really say that if there was a quest written around at least Iorveth already though. My guess is they just ran out of time to implement it properly and/or were saving it for a DCL instead.
its known iorveth was planned and even worked on. from the leaked stuff most likely in combination with the assasination plotline. saskia i believe wasnt written in the set, but i would have to look through it again.
or perhaps the quest/s was just scrapped because it did not fit or because they were not good
there is far more stuff that gets fully done and then scrapped than some people tend to imagine

That's a very narrative - or "booky" - point of view. In games I make choices and the story has to evolve around them, not the other way around.
Well, they can't stick them in just because people want to. At least, not Saskia because she is killable in TW2. I kill her all the time, and I do not want her to get miraculously resurrected in TW3. If they decide to do it, do it right. Add another question about the past (whether Geralt killed the dragon or not), and if a player answers "I let the dragon live", Saskia will be in the game.

Exactly what I was saying. We make choices and the story has to evolve around them. Otherwise it wouldn't even be a game, but a book. They already resurrected Thaler, and that's enough of that for me (Even though I think most people let him live anyway).
And as simple as your solution is, I frankly don't get why this wasn't implemented in the first place. By cutting them out they ignored about 50% of the peoples choices who finished the Witcher 2. Even if they add them in later and even if they planned to do so in the first place, it was a bad decision and why it was being made is beyond me.
To clarify: I went with Roche, but I'm upset about the general idea of declaring stuff as canon. Very upset as you all can read

And the borders and territory argument is laughable. Neider Aedorn nor Temeria exist anymore, it's all Nilfgaard now and refugees from everywhere are everywhere.

Yeah, the same with me. CDPR went practically 100% with my preferred playthrough, with allowing choices for certain things to matter (Aryan, Sile are dead, Letho is alive), so I am not bashing my head at the stone wall in anguish as I would be if we suddenly had free Vergen and Saskia still flying around, and delivering motivational speeches to everyone who'd listen. But I would prefer CDPR have taken more care to address other TW2 endings.

I expecting that this two charcater will apear in one of the two expansions. but, with all due respect, we have to be realistic: a new expansion which takes place in Dol Blathanna? an entire new area apart fromt the other one which have been announced?. No man, that won't happen, the only thing we can expect (and I do with no much hope) is the modification of the game which we already have in a different way

they obviously had quests for him and Isengrim(?) but maybe they cut them cuz they didn't have enough time. Who knows maybe the final of the 16 DLC will be Iorveth and Isengrim. I do wanna see the leaked scripts and see what else they cut.
