White Orchard after the end of the Game - SPOILERS

Don't read if you didn't finish the game.

I finished the main quest with killing Radovid and letting Ciri go into the tower to save the world. I killed Djikstra and saved Vernon Roche. After that I lied to the Emperor that Ciri is dead and she came back to work with me as a witcher. The ending animation said that the Nilfgardians conquered Redania and restored Temeria as a dependent kingdom.

So you continue the game and it says that the world is as it was before the Final quests.

But when you return to White Orchard (I went to stash something), there are no soldiers on the outposts, the inn is demolished and the village seems almost deserted.

I don't get it? What happened?

My post-MQ White Orchard had Redanian banners all over the place, but not a single soldier anywhere. Gotta say I found it somewhat odd - but I could loot everything soldiers had been guarding earlier.
(I obviously didn't do the Radovid assassination quest line.)
