Why after a certain event everyone and their grandmother wants to sell me a car?

Playing my second character right now just to get the last two achievements that my previous build didn't allow me to get, and I realized there was never a specific given reason as to why all the fixers suddenly want to sell you a car.
I have this feeling that alongside so many other things, an advertisement or something put out by V after a certain event was cut from the game that would explain this.
Edit: Well, at least Captain tells you after the first call he has vehicles to sell.

Yeah, considering how easy it is at almost all locations to steal a local random car or fast travel and the missions give you cars / bikes, it's pretty much there for people to do a check list of completeionist activities.

I'm nearly 200 hours in over two playthroughs and am yet to purchase a single vehicle.

It's basically a way of artificially padding the games content. If there was some follow up or reputational system it tied into that would be fantastic but otherwise it's just a means of prolonging the game and/or providing an ownership mechanic. Like everything else, it's just barebones simplicity.
