Why am I forced to use the corresponding sword to nonmonster/monster?

You are not actually forced. The character tends to pick instinctively the proper weapon for the enemy is facing, but there's nothing preventing you to manually switch on the other one... for whatever reason, I guess?

if you try to switch to steel while fighting a monster he will sheathe and unsheathe the silver.

And to all who are "why would you do that"....because i can and want to.

Ciri does NOT have a silver sword and she was dependent on oils.

YOU CAN fight monsters with steel. just not in the witcher 3 with geralt lol.
 
I think my Geralt is sometimes overestimating his abilities, considering that he sometimes doesn't care to draw any sword and instead is intent on taking on enemies with his fists. Hate when that happens :p
