Why can't we completely turn off shadows?

Why can't we completely turn off shadows?

I know I should not play on a potato (can't afford better at the moment) but if I was able to turn them off completely I'd be playing happily right now. This ticked me off in Witcher 2 too. I hope some skilled ini tweaker can help me out. I don't care how ugly the game gets just give me more fps .

Would be nice to get a response, even if it's like "We were lazy with the engine so you can't turn them off LOL, hahahha, sucks to be you."
