Why did Steamdb label 2.3 as a "major" patch?

Whereas Steamdb labeled 2.2 as a normal patch, so to speak. 2.3 is on the same scale, as stated by CDPR, so I'm confused. Disclaimer, I'm not hating on 2.3. It's a genuine question.

Because steamdb probably used the info from the steam website:
