OSTs are licensed separately to the game, CDPR most likely doesn't hold the rights for the music for an OST release, in fact it's fairly rare for developers/publishers to hold the rights to music other than the right to distribute it as part of the game itself even if it's an original score.
The same goes for TV shows and movies, this is the main reason why many TV shows and even movies have had their music altered when they are re-released on DVDs/Blu-ray or streaming services - e.g. Scrubs, because the music is usually only licensed for the original broadcasting or screenings, beyond that you need to renegotiate a separate deal.
EA which used to use a ton of rather expensive licensed music in many of it's sports titles (FIFA, NBA, Need For Speed etc.) even had some songs pop up more often than others because when they licensed them from the record labels someone did some napkin math on how many times a song is going to be played and thus listened too by a player.
