As far as i have understood, the relic starts working when the person who has the relic in himself dies. Thats when this whole process starts. If you take the Relic out before you die, it wont overwrite it.
I thought it started overwriting because it got damaged by the bullet.
The chip was inert when Jackie slotted it, and took it out. If Jackie had died, it's possible that it would have brought Jackie back to life and started to rewrite him.
It's the same reason V was able to slot it with no real effects, until they ate the bullet, then the nanites on the chip were activated in order to heal the damage, which started the overwrite process.

So all V has to do is to tell Jackie "Dude, don't pull it out yet. Keep it and when you die you'll be resurrected with a nagger in your mind trying to overwrite your engram." Then they could have a 3-people adventure together, lol.
if Jackie kept it in, he would have probably been the one to suffer from Johnny, so yes. it would have been a threesome.
i forgot to mention that V gets killed by Dex, so it would have just been the same story with Jackie instead of V, so no threesome.
