Why is Judy in her apartment?

To be fair, I do the same thing.

People rock up, I pretend not to be home.

They come in because I gave them a key, I try to convince them I'm not actually there and am actually driving.

I think this is why I like Judy so much. We relate on a really base level.
 
my assumption is that it's a glitch/bug. There is an option when talking to her at the lake that makes her not hit the road but stay with V just to hang out at the window all the time.
 
I felt awkward reading her computer and finding out about how Evelyn was way over her head and how the prostitutes feel awful about all they'd done.

I admit, I was less than impressed with their complaints.

"Maiko said paid sick leave and overtime was off the table."

Me: I thought we were trying to stop the rape and murder of people involved.
 
Yeah, it's so stupid, she tells me she is on the road while standing in her window. It's either a bug, or they screwed up something because you know, the game is only half-done.

It reminds me of Fallout 4 where there's 4 factions but only 2 sets of dialogue. Pro-Institute and Anti-Institute.

That's hardly surprising when only one of those factions is pro-Institute and that would be the Institute themselves. Everyone else hates them, and for good reason.
 
It's damn weird because she says she's on the road to Oregon.

I mean, literally, her character says she is.

Is she supposed to be a hologram?

She is standing. In her apartment. At the window. And she says to you "I'm driving right now."

Which, if you call her before going into apartment - you get that dialogue conversation over the phone, which is where the dialogue is meant to happen as she starts sending you pictures from her road trip.
