Why is Ocvist legendary?

Why is Ocvist legendary?

I was just looking through the legendary neutral cards today and realized Ocvist was among them.
It seems like 5 turns to wound opponent cards gives quite a bit of breathing space for your opponent to react which also includes removing him from the battlefield.
I'm just wondering if the legendary status is too high for him. Correct me if I've missed out anything since I don't have him in my collection and also haven't seen any opponents use him.

I just met Ocvist for the first time in a match.

His Foltest master intended to buff and promote it. I managed to foil his plan though. Woo.


Basically a "return to hand, play it every round" effect. Similar to what they do with Roach and Olgierd.
