But laws pertaining to firearms are far more direct. Guns ownership is subject to strictest controls in the world. Most handguns are banned, and only certain calibres of shotgun and non-automatic rifle can be legally licensed under very limited conditions - generally for sports or for protection of farmers' livestock.

A railgun would certainly fall into the category of an illegal firearm.
