But is this because ST is that bad, or is it that SY and NG are presently so dominating? In particular, is the situation for MO or even SK much better?

Never mind, ST is much worse — the highest ranked player whose best MMR was in ST was 123 rd. SK surprised me — a good number are doing well with that.
Both? ST is bad as a whole right now while SY is very strong and NG more annoying than ever.
MO has the middle ground. Its most efficient deck does well, but it ain't oppressive. SK is in a little bit of a poor spot compared to previous metas where it dominated the ladder. Still, Reckless Flurry decks are very control/removal heavy and they can be very strong in certain matchups.
The reason why ST is bad is because the 4 cards it received require too much setup to be effective and it got almost no card changes that mattered. Cards with orders and no Zeal are bad, 99% of times (Sorceress). Whisperer takes too much time to develop and as 3 power it doesn't take much to remove. Vanadain is useless because he is not flexible. Francesca is the ST version of Queen Meve. How often did we see Queen Meve getting play? Statistically 0.
ST was already in a bit of a tough spot even before the first part of the PoP expansion was launched. As such, it needed to get some useful cards in order for it to stay competitive, like NR or MO received for example, as well as the NR stockpile/charge changes. SY was already very strong and the new cards did not make it better or worse. The change to Jackpot made it more oppressive rather than the new cards.
SK got some interesting cards, but none of them helped the weather archetype become competitive. Weather SK is still not there yet.
