they said a few times now DLCs will be free and expansions will be paid for but have not given any indication of how many or how frequent they are planned or even speculated to have
Well the Witcher 3 had 16 free DLC and 2 paid expansions. So that's a place to start at based on the E3 2018 message.
A thing to also keep in mind is that we are so far away from release that the devs probably don't know yet what will make it into the game in time for launch and what will be pushed to DLC's (free or otherwise).
Generally "good" devs like CDPR will put out content that was only half finished at launch as free DLC. Paid DLC is typically larger stuff where a lot of development time is needed post release, so this content might only exist scribbled on a post-it at this point.

I didn't play the Witcher series, was the "DLC" optional or was it pushed to the game?
optional it was extra quests or alternate apearances for characters but the dlc was free the 2 expansions where only ones cost money
It was optional. You could download the DLC and then toggle in menu before starting a game whether to have the DLC on or off for most of them.
I think that it will have an expansion pass and multiplayer added later on.
